We should be clear that by today, the columnist means Friday last, when she posted the tweet, which refers, in turn, to a report from Foreign Policy:

One of the State Department’s top experts on nuclear proliferation resigned this week after President Donald Trump announced the U.S. withdrawal from the Iran nuclear deal, in what officials and analysts say is part of a worrying brain drain from public service generally over the past 18 months.

Richard Johnson, a career civil servant who served as acting assistant coordinator in State’s Office of Iran Nuclear Implementation, had been involved in talks with countries that sought to salvage the deal in recent weeks, including Britain, France, and Germany — an effort that ultimately failed.

Johnson’s departure leaves a growing void in the State Department’s stable of experts on Iran’s nuclear program and highlights a broader problem of high-level departures from government.

Officials say the trend is particularly evident at the State Department, where Trump sidelined career diplomats and morale plummeted under former Secretary of State Rex Tillerson. The office Johnson led has gone from seven full-time staffers to none since Trump’s inauguration.

Today is Tuesday, and elsewhere in the commentariat Steve Benen notes, “The article didn’t explicitly say that Johnson resigned in protest, but there doesn’t appear to be much of a mystery about what happened here.”

If one believes in morals to the story, then there ought to be something of value in the latest outrage to earn a few seconds notice in the presidential pageant of deviant misadventure. Via The New Republic:

Donald Trump is using taxpayer dollars to enrich himself while asking Congress to fund his government. Multiple State Department websites were found promoting President Trump’s private club at Mar-a-Lago Monday, and not in particularly subtle ways.

Once upon a time, Republicans complained about this sort of thing.

Perhaps Pramuk and Schoen come across as, well, disbelieving and perhaps a bit tacit:

Donald Trump just called using his first 100 days in office to judge him a “ridiculous standard,” but he repeatedly boasted about what he would achieve in that exact time frame before he took office.

And, no, that isn’t so much, but that’s also just the lede. The remaining five paragraphs seem to presume something everybody ought to be in on, some vital tacitry. And this is President Donald Trump, so, yes, yes there is indeed some vital tacitry afoot.

Rather Quite Obvious (Priorities)

The lede from Reuters:

U.S. Secretary of State Rex Tillerson plans to skip an April 5-6 meeting of NATO foreign ministers for a U.S. visit by the Chinese president and will travel to Russia later in the month, U.S. officials said on Monday, a step allies may see as putting Moscow’s concerns ahead of theirs.

And a bit of the detail:

State Department spokesman Mark Toner had no immediate comment on whether Tillerson would skip the NATO meeting or visit Russia. Two U.S. officials said Tillerson planned to visit Moscow on April 12.

“It feeds this narrative that somehow the Trump administration is playing footsy with Russia,” said one former U.S. official who spoke on condition of anonymity.

“You don’t want to do your early business with the world’s great autocrats. You want to start with the great democracies, and NATO is the security instrument of the transatlantic group of great democracies,” he added.

Waning Tacitry

Ordinarily, a half-way competent president would manage to avoid quite so many international incidents, but Trump has managed to create these problems after just two months—in many cases, for reasons that are only obvious to him.

Remember, as we discussed a month ago, Republicans spent years investing enormous energy into the idea that President Obama hurt the United States’ international standing. The opposite was true, but GOP officials nevertheless argued, with unnerving vigor, that America had forfeited the admiration of the world.

During the Republican presidential primaries, for example, Jeb Bush insisted that during the Obama era, “We have lost the trust and confidence of our friends.” Around the same time, Scott Walker and Donald Trump had a chat about “how poorly” the United States is now “perceived throughout the world.” Mitt Romney added, “It is hard to name even a single country that has more respect and admiration for America today than when President Obama took office.”

The point is pretty much the same, whoever makes it: For all Republicans complained about American prestige during the Obama presidency, it seems, like so many of their other complaints, precisely strange that they should have backed President Donald Trump. Then again, perhaps we should consider what that really means.

The Donald Trump Show (Blood & Cannon)

It is not entirely certain just how we ought to take James Oliphant’s headline for Reuters, “Trump may have stopped the bleeding, but not the worrying”. The lede is one of those double-takes, not because it is unbelievable but because it seems worth checking to make certain you read it correctly:

Donald Trump may have done just enough in Sunday’s presidential debate to keep his leaky presidential campaign afloat―and that may have put Republicans considering abandoning him in an even tougher position.

It is, in fact, a reasonable thesis but not exactly reflective of the headline. Indeed, the most curious thing about bleeding is just how the Trump campaign is bleeding, or not, might well be the section header, “Red Meat for the Base”, describing the last third of the article, and here Oliphant brings the point home:

Against this backdrop of panic and condemnation, Trump on Sunday sought to rally the party’s base with a fresh barrage of provocative attacks on Clinton that will give the media something other than the tape to talk about.

He offered a blistering critique of her handling of foreign policy while the country’s chief diplomat and brought his rally cry for her to be jailed to the debate stage. He also carried out a threat to make an issue of her husband’s sexual history.

In doing so, Trump may have stopped the bleeding, but he did nothing to stop the worrying.

The base. Donald Trump stopped the bleeding, but not the worrying, among his base? Suddenly the lede, with Mr. Trump having “done just enough” to “keep his leaky presidential campaign afloat”, seems nearly an overstatement. That is to say: What counts as afloat?

The Szubin Question (Forty-Seven Rise Again Remix)

Perhaps some recall an occasion not so long ago when the United States faced such a potential health crisis that small-government conservatives, Republicans who purport to disdain the idea of an American czar, called for President Obama to appoint a new policy czar to deal with Ebola.

The White House, Democratic supporters, and many others pointed out that the Senate could start by simply confirming the nominated Surgeon General; Vivek Murthy’s nomination languished for over a year because Republicans objected to the idea that gunshot wounds are a health issue.

With a potential health crisis pitching Republicans into panic, they sought another executive-appointed czar, instead of confirming a qualified nominee to lead the uniformed service whose job it is to respond to public health threats.

The president already has a “czar” to deal with Daa’ish; his name is Brett McGurk, and last month he replaced Gen. John Allen (USMC, Ret.) as Special Presidential Envoy for the Global Coalition to Counter ISIL”, but he also needs his Undersecretary of the Treasury for terrorism and financial crimes, currently occupied as an interim appointment for over two hundred days because Senate Republicans refuse to slate his confirmation hearing.

Szubin’s nomination got a hearing before the Senate Banking Committee on Sept. 17, and Chairman Richard Shelby (R-Ala.) praised his past work in countering terrorist financing during his time with both Republican and Democratic administrations.

“He is eminently qualified for this,” Shelby said at the time.

But Szubin’s nomination hasn’t moved since. There’s no clear reason why, beyond trying to make it difficult for President Barack Obama to fill administration posts.

“Treasury must have in place an experienced watchdog, with the know-how and authority to lead U.S. efforts to track and choke off the financial lifeblood of terrorist organizations,” Sen. Sherrod Brown (D-Ohio), the top Democrat on the Banking Committee, said Wednesday. “Republicans in Congress need to stop holding our national security apparatus hostage to political demands, and allow Adam Szubin and other national security nominees to be approved as soon as possible.”

A Shelby spokeswoman did not respond to a request for comment.

Don Stewart, spokesman for Senate Majority Leader Mitch McConnell (R-Ky.), noted that Republicans recently lined up a confirmation vote on a separate nominee, Gayle Smith, for USAID administrator, but couldn’t say when Szubin might move.

Stewart dinged Democrats for “politicizing Paris” with this week’s push on stalled national security nominees.

An Important Moment

We might take a moment to offer our congratulations to President Obama, his administration, the Islamic Republic of Iran, and the negotiating partners of the P5+1, who announced today that they have achieved a tentative framework regarding the future of the Iranian nuclear program.

ReutersIran and world powers reached a framework agreement on Thursday on curbing Iran’s nuclear program for at least a decade, a step toward a comprehensive accord that could end 12 years of brinkmanship, threats and confrontation.

The tentative agreement, after eight days of marathon talks in Switzerland, clears the way for talks on the future settlement that should allay Western fears that Iran was seeking to build an atomic bomb and in return lift economic sanctions on the Islamic Republic.

The framework is contingent on reaching an agreement by June 30 and all sanctions on Iran remain in place until a final deal is reached.

To the other, we should not pretend such naïveté as to expect that the hard part is done. If reaching a framework proved so difficult, we can only wonder what challenges will frustrate the next deadline, 30 June.

And, yes, in the moment it is perfectly acceptable to tell the #GOP47 to go screw. That warmongering conservatives are disappointed, or, who knows, even outraged by the thought of a peaceful, diplomatic resolution is their own damn problem, and ought to stay that way.

A Problem with the Politics of Distraction

This would seem one to keep an eye on:

The chairman of the House committee investigating the Benghazi attacks asked Hillary Rodham Clinton on Tuesday to appear for a private interview about her exclusive use of a personal email account when she was secretary of state.

Obviously, there is more to the New York Times report than just the lede, and for the moment we might pause for an exercise in contrasts. To wit:

Mr. Gowdy said the committee believed that “a transcribed interview would best protect Secretary Clinton’s privacy, the security of the information queried and the public’s interest in ensuring this committee has all information needed to accomplish the task set before it.”

But Mrs. Clinton indicated on Tuesday that she wanted to give her testimony in a public setting. In a written statement, a spokesman for her said she had told the committee months ago that she was prepared to testify at a public hearing. “It is by their choice that hasn’t happened,” said the spokesman, Nick Merrill. “To be clear, she remains ready to appear at a hearing open to the American public.”

There is, actually, a lot going on with this story that amounts to essentially nothing, which in turn allows such moments to slip beneath notice. Kevin Drum noticed―

Go ahead and call me paranoid, but this sure seems like the perfect setup to allow Gowdy—or someone on his staff—to leak just a few bits and pieces of Clinton’s testimony that put her in the worst possible light. Darrell Issa did this so commonly that it was practically part of the rules of the game when he was investigating Benghazi and other Republican obsessions.

Who knows? Maybe Gowdy is a more honest guy. But since Clinton herself has offered to testify publicly, why would anyone not take her up on it? It’s not as if any of this risks exposing classified information or anything.

―and perhaps what is most significant there is the reminder that while much of the nitpicking going on around our political discourse often seems petty and pedantic, it is sometimes important to check these aspects because they are, in fact, revealing about the nature and condition of the discourse itself.
